ABSTRACT

Administrative reform takes root, flowers and influences public actions within distinctive normative Europe/US environments. America, unlike any other nation, is a product of an extreme anti-statist tradition. The US Declaration of Independence is largely a laundry list of complaints against King George III for what the colonists regarded as administrative abuses against their God-given English liberties. The EU administrative elite would manage the European economy and industrial development to create the 'good society' for the entire Continent. It would be the ideal positivist technocratic state, free of politics, class conflict and ideology, devoted to problem-solving, and result in the increasing flow of goods and services to promote material blessings for human welfare regardless of class, race or nationality. Americans had reversed in a revolutionary way the traditional conception of politics: the stability of government no longer relied, as it had on for centuries, upon its embodiment of the basic social forces of the state.
