ABSTRACT

Planning scholars have recently turned to Actor Network Theory (ANT) as a way of better understanding what planners do. The attraction is the apparent correspondence between the two: ANT situates action in a material world, mirrors planning are concern with the built and natural environments, and its engagement with pragmatism fits nicely with the dominant mode of planning theory communicative action. The planners crafted four goals: avoid sprawl by expanding and improving mass transit and creating affordable housing; improve the efficiency and cleanliness of the power supply and promote renewable energy; make buildings more efficient through fuel regulations and energy codes; and enhance the sustainability of the city's transportation system. The Office of Long-Term Planning and Sustainability (OLTPS) would be responsible in two ways: first by establishing the guidelines for the city's efforts and second by ensuring that initiatives emanating from different agencies supported the goals and objectives rather than working at cross-purposes.
