The salience of inclusiveness for political incorporation in a moral register also helps explain the primacy of political parties in this process. Walzer describes a three-step dynamic to the ‘politics of difference’: articulation of difference; negotiation, coexistence, and coalition with other groups; and finally incorporation into more inclusive associations, among them political parties. The stronger the expressions of difference in civil society, the stronger inclusive political ties must be to demonstrate ‘singular citizenship’ beyond the politics of difference (Walzer 1992, 4-8, 64-66).
