Due to the evident similarity in deterioration among most old districts of Cairo, their lack of basic facilities and their unhealthy circumstances, the Muhafzah prepared a detailed study based on expropriation. Part of the study reported: The situation of deterioration and conditions of decline were also influenced by the length of time which the area has been in existence, the situation that affected its growth, physical qualities of the sites and so on. In 1976, the construction of Cairo's first skyscraper was announced in official newspapers and media. At the level of the local planning institution, the Muhafzah aimed merely to draft Plan 42 as a comprehensive scheme to set land use procedures and general guidance for amendment of circulation, including regulation of set-backs and street alignment, and the plan never extended beyond this stage. On a practical level, approval for the scheme was intended to endorse proposals to clear the site of al-Tourguman and construct a number of publicly supported projects.
