ABSTRACT

Public service values originate in the daily work of service delivery, when public professionals reflect on the ideas, judgments, and emotions underlying their decisions and actions. Five values themes in public service give the ways to organize and describe public service values. In a complex democratic society, people who work in the public sector balances competing demands and functions to facilitate decision making among groups and individuals. This chapter first examines the Code of Ethics and Professional Conduct of the American Institute of Certified Planners (AICP), which is part of the American Planning Association, concentrates attention to public service values. The American Society for Public Administration (ASPA) advances the science, art, and practice of public administration. Network of Schools of Public Policy, Affairs, and Administration (NASPAA) is the accrediting body for master's-level public affairs degree programs.
