ABSTRACT

This chapter takes a realistic look at the efficiency-oriented society and the place of public administration in the society. It explores a way to think of public service values as important to softening the sharp edges of economic society, by injecting a sense of community and shared mission. The exploration of efficiency as a public service value begins with the opposition in American thought between private interest and public purpose, or individualism and community. The market perspective is pervasive in society and that the associated idea of economic efficiency has always been important in the public sector. Pluralism and social justice were affected by the New Public Management (NPM) project because of budget cuts to the city library, the senior center, and summer recreation programs for children. The value of efficiency is very important part of managing in the public sector.
