ABSTRACT

China’s promotion of renewables and related equipment manufacture is a natural extension of the country’s preferred ‘no-regret’ strategy that emphasizes mitigation actions providing fringe benefits like profitability and employment to the country, regardless of whether or not the threat of climate change is real. When such renewable energy policies were designed, policy makers may have given more weight to economic factors such as energy supply and jobs rather than environmental care. Under the framework of China’s Renewable Energy Law and national green targets, detailed institutional incentives and disincentives have been designed by various layers of the government to promote wind, solar and other renewable energy development in China.
