ABSTRACT

This chapter describes the development of e-government among small and medium-size local governments. Alabama county governments are conducted employing the assessment tool developed by the Rutgers University E-Governance Institute to evaluate the websites of Alabama county governments and identify the best e-government practices of local governments. It also applies multivariate analysis to identify the environmental and institutional factors that affect the progress of e-government of local governments. Specifically, the gap between the e-government of the state of Alabama and that of most local governments in the state is evident. Researchers are still trying to understand why some local governments are ahead of others when it comes to developing e-government. To evaluate the status of e-government in local governments, to identify the challenges and opportunities for developing e-government, a case study of Alabama's local governments was conducted. Generally, there are five strategies: government interventions, market solutions, collaborative programs among local governments, public-private partnerships, and the role of professional and nonprofit organizations.
