Cities and suburbs exist in an intergovernmental system where they are greatly affected by the actions of the national and state governments. The federal and state governments provide considerable fiscal assistance to local communities. Federal and state regulations also impose costly service obligations on cities and suburbs. The states, as discussed in Chapter 5 , play a particularly prominent role in urban affairs: each state essentially determines the territorial borders and governing powers and responsibilities of its municipalities.
