Multilateral diplomacy served as an important platform to discuss and handle these transnational issues and also the main mechanism to formulate international rules of the game. China's multilateral diplomatic policy experienced a tortuous course. New China made its first appearance in the multilateral arena when attending the Geneva Conference and the Bandung Conference in the 1950s, struggling to open the way for its diplomatic situation. However, generally speaking, China's participation in multilateral diplomacy was of limited, cautious, unsubstantial, non-in-depth features before the reform and opening-up. Multilateralism, as one concept and policy thought, is opposed to unilateralism. China upheld mutually beneficial cooperation to achieve common prosperity. The Chinese government believed development had a bearing on the vital interests of the people of all countries, and also on the removal of global security threats from their sources. China's multilateral diplomatic practice was effectively carried out at global and regional levels.
