ABSTRACT

Introduction It sounds so elementary-when people leave, replace them with competent, capable, and

energized people. And yet throughout the United States, and perhaps among public

safety agencies around the world, the task is formidable. In many if not most instances,

the ability to identify, qualify, assess, process, and hire, and/or promote suitable candi-

dates is arduous, and often lacks the timeliness necessary to provide for the continuity of

operations desired by the chief executive.
