The Crime Scene

There are a variety of ways in which official investigations begin. One of the most com-

mon is with the commission of a crime. Reacting to a crime is not what most law

enforcement officers would choose. They would prefer to prevent the crime from occur-

ring in the first place, and would like to apprehend the offenders during the planning

stages or when they actually commit the crime. This is particularly true with respect

to terrorist attacks because these crimes are often aimed at the government and are

intended, at least in part, to show that the government is powerless to stop the activities

of the group. Worse yet, they are intended to generate fear.
