Crisis Preparation

All agencies should prepare for crisis situations. This is particularly true for agencies that

will respond to terrorist attacks. Such an incident will require an immediate response.

Terrorist attacks cause great fear and concern in the community. They also create a

media frenzy. The more the media learns, the more the public becomes aware of the

very worst aspects of the situation. When a terrorist incident occurs, a department must

react immediately to protect the public, save lives, prevent additional attacks, preserve

the crime scene, and identify the perpetrators. Such incidents require an expeditious,

comprehensive, departmental response. The department head or other high-ranking

officer must assume responsibility for the operation. A command center should be

established to run the investigation. It is foolhardy for a law enforcement agency to

attempt to handle a terrorist attack in the same way that it would address a more routine

criminal violation.
