ABSTRACT
Mike: Once we recognize that officers who are doing what we call noble-cause corruption are engaged in what they believe to be highly ethical behavior, we have to ask how do we change that behavior? That behavior is tied to a morality, which means that they are doing value-based decisionmaking. If they are acting morallyyou guys are all with me, right?—and now we know that they are acting very morally, then we are dealing with the culture of the police. We’re not dealing with individual rogue cops.
