INTRODUCTION Youthful drug use continues to be a societal concern. Beyond the fact that drug use itself is a crime, such behavior is often associated with other criminal actions, including violence and property crime. As noted in the last chapter, drug use and distribution are related to ganging and gang behavior. There is a continuing perception that drug use is problematic in the United States, especially among youths.
