ABSTRACT

In the twentieth century, law enforcement professionalism took place alongside

the continuing shift from personal and family-focused retribution to a public

entity of centralized government control. During the past 1,000 years in Europe and the past 400 years in the United States there had been a progressive move

toward the creation of a public criminal justice system that affected social values,

culture, politics, and the essence of the human community. The criminal justice professional became, and remains, a significant force in interpreting how the

state wishes its citizens to behave and conduct themselves.
