I Why Officers Work Determining basic human needs is fundamental to understanding human behavior. Human behavior doesn’t just happen-it is caused. Behavior follows a pattern showing that:

1. A need will mobilize the energy to reach an acceptable goal. 2. As the need increases in intensity, goal attainment becomes emphasized by the

individual. 3. As the need increases, behavior will follow, which hopefully will allow the individual to

attain the goal.
