ABSTRACT
For our purposes, risk refers to the probability that an offender will reoffend. Thus, high-risk offenders have a greater probability of reoffending than lowrisk offenders. It is important to remember that seriousness of the offense usually trumps “risk.” That is, someone who commits a violent offense may be incarcerated, even if they are at low risk to reoffend.
