ABSTRACT

Model 1 is the standard and most frequent pattern of referral to halfway house programs. In this model, an inmate granted a conditional release (such as parole, shock probation, or shock parole) enters a halfway house during the initial parole period. This model provides services to parolees who need support during their period of release. The length of residency in the halfway house may be specified before referral but usually is a shared decision to be made collaboratively by the supervision officer, house staff, and client. Typically, this decision is based on such factors as the resident’s readiness to leave the house, employment, savings, and alternative residential plan. After leaving the house, the offender generally continues on parole supervision. This model has been found to reduce recidivism successfully ( Bouffard, MacKenzie, & Hickman, 2000 ).
