ABSTRACT
Detention in a penal institution necessitates a withdrawal of full enjoyment of constitutional rights. But exactly which rights are completely terminated and which are retained is usually unclear. Even rights not forfeited by incarceration are often retained in a diminished form. These general statements are illustrated by an analysis of the prisoner’s specifi c right to use the mail system to send and receive various items such as letters, legal materials, books, and magazines.
