ABSTRACT

Predicting the future is a notoriously risky venture, but it is a useful one. Good management and leadership require planning and preparation. Unfortunately, far too often "vision" extends no further than the next budget cycle. Given the limited resources with which they work, planning for the future is particularly important for small-town and rural police executives. Successful rural and small-town police administrators must conceptualize, have a vision of the twenty-first century, develop goals and plans predicated on this vision, and take appropriate actions to implement their plans.
