ABSTRACT

This chapter examines that sustainable mobility will be accomplished through a mobility management regime comprising regulation and control of mobility demand together with pricing mechanisms to incentivise adherence to the new regulatory framework. Travel Demand Logistics Management (TDLM) is proposed as the method to accomplish sustainable mobility management. The method involves applying the principles and practices of logistics to managing the demand for travel to the capacity of the transport system. Mobility management incorporates elements of congestion pricing, smarter choices and new infrastructure, but in a more comprehensive strategy that enables doing more with less, that is, making sure one can optimise transport resources alongside investments in additional capacity. Transport economists have for a long time advocated a pricing solution to manage traffic demand, and a road-pricing theory based on the 'social marginal cost' of travel has been around since the 1950s.
