Fit to rule?

Can it be said that Caligula was fit, physically and mentally, for the role of emperor? That is a difficult enough question to pose about any ruler, even one with a clearly documented reign. Distortions in the historical tradition present major obstacles to a serious and reliable assessment of Caligula’s reign, but despite those obstacles there can, in the end, surely be little doubt about how the question should be answered.
