There are numerous aspects to Saudi Arabia’s oil policy, some of which are complementary and some of which are contradictory. The difficulty lies in identifying the strands of policy and then deciding the relative importance of each strand in terms of the varied objectives which oil policy is intended to achieve. The initial problem is therefore one of identification and this can be very complex.
