At the beginning of the new millennium British armed forces had had recent experience of a wide variety of military operations. The UK had completed its involvement (which began in 1969) in aiding the civil power in Northern Ireland; it had taken part in the coalition to drive Iraqi forces from Kuwait and it had been involved in the NATO campaign in Kosovo. Each of these operations called for different tactics and strategy and each raised different legal issues.
