ABSTRACT

Like everything else in the g d r , foreign policy is decided by the Politbüro o f the s e d in collaboration with the Politbüro o f the c p s u . W ithin the s e d leadership Honecker and Stoph are likely to have most to say together with Hermann Axen who since 1966 has been responsible for the s e d ’ s relations with other Communist/workers’ parties. Herr Axen is also deputy Chairman of the Foreign Affairs Committee of the Volkskammer. General Hoffmann can also be expected to enjoy a considerable role in foreign policy decision­ making. Finally, from time to time Günter M ittag, the s e d ’ s economics expert, will voice an opinion which carries weight.
