ABSTRACT

Program evaluation is the study of organizations, many aspects of which are of interest, such as program design, planning, implementation, monitoring, and effectiveness. The ultimate goal of program design is professional accountability and consumer empowerment. Program evaluation includes questions about planning and design such as assessments of needs, goal appropriateness and achievement, design and development structures, the nature of interventions required, and evaluation of achievement. Michael Smith suggests that there are four ways to think about program evaluation: as a research method, form of practice, field of study, and political process. The major designs considered as exploratory, descriptive, experimental, and correlational. A logic model is a tool used in program evaluation to evaluate effectiveness. It usually consists of a graphic depiction of what is considered to be a logical relationship between the resources, activities, outputs, and outcomes. It also often used in the evaluation stage of a program, but they might apply to planning or implementation as well.
