ABSTRACT

This chapter aims to assessing the sustainability of water supply and sanitation services (WSS) in Kandy. It presents the methodology, which included data collection and analysis of the three major components given in the diagram, that is, governance, management and financing and cost recovery aspects. The chapter focuses on the National Water Supply and Drainage Board (NWSDB) and the Kandy Municipal Council (KMC) as key institutions of water and sanitation facilities to the city. It considers the issues of national importance came to the fore since the NWSDB as the major national institution providing WSS services to the entire country of Sri Lanka. Government and donor organizations provide financial support for the community-based water supply and sanitation facilities to rural sections. The Istanbul Water Guide also discusses issues of sustainable WSS services through financing in the water sector, cost recovery strategies and pro-poor financing policies and strategies.
