ABSTRACT

This chapter provides a case study of the people affected by one project an urban development project at Boeung Kak Lake, Phnom Penh examining the responses of the affected communities to the prospect of eviction. The Boeung Kak Lake development provides an especially rich case study because of the wide range of strategies pursued by different elements of the community. From very personal and local responses to the very formal accountability channels of international institutions. The project aimed to examine the perceptions of accountability held by communities affected by development projects including their perceptions of the drivers. The remainder of this chapter will recount some of the strategies taken by the people affected by the Boeung Kak development in the face of eviction and involuntary resettlement. The community turned to non-governmental organisations (NGOs) for legal advice, but the direction of the litigation in Cambodia and the complaint to the World Bank Inspection Panel were clearly determined by the NGOs.
