ABSTRACT
Fairness and freedom from bias are not the same thing, but there is some overlap in meaning. Bias is technical; fairness is more a matter of opinion, policy, and power. During the U.S. civil rights debates of the late 1950s and early 1960s, words like bias, fairness, discrimination, and prejudice seemed to be used almost interchangeably; definitions and distinctions are still not universal.
