ABSTRACT

Improvement in human development is the major goal of good governance. Without an improvement in human development, the objectives of good governance cannot be achieved. This chapter explains what human development stands for and its relationship with good governance. It analyzes the different dimensions of human development and it uses statistical analysis to investigate the relationship between human development and good governance. The reduction of poverty is the first element of human development. Human development is one of the major criteria of the performance of governments, and is measured by health, education, and income. The first important element in human development is health, which is measured by life expectancy. The Human Development Index (HDI) is a measure of well-being of the people, replacing the traditional indicator of Gross National Product (GNP). Further, it focuses on the effect on other indicators of governance: voice and accountability, political stability, rule of law, regulatory quality, and government effectiveness.
