ABSTRACT

This chapter deals with the Taipei government's decision to build a sporting facility and annexed shopping mall on one of the last green spaces left in the city's financial district of Xinyi. In the case analyzed, the urban development plans of the local city government have been challenged by the residents growing awareness of local heritage and environmental issues. While protesters framed their grievances under the guise of "tree protection" and "heritage conservation", the main bulk of the anti-Dome campaign was nevertheless centered on making use of the available participatory approaches by a new generation of lawyer, which constitutes an increasingly crucial and active component of Taiwan's contemporary environmental governance process. The Taipei Dome was selected by Pan Han-sheng and the Green Party to become a showcase for the legislative campaign in Xinyi District; Pan's reasoning was that should have managed to obtain a positive result, it would have turned out as a good example of the Green Party's achievements.
