The Drafting Committee overworks in bringing out the German Treaty that he felt confident they could not possibly prepare the Austrian Treaty in so short a time. The Plenary Conference meeting was decided that a plenary meeting of the Preliminary Peace Conference should be summoned only just before the handing over of the Treaty to the Germans, and that Tardieu, who had been working in collaboration with the Drafting Committee, should prepare a summary covering all points in the Treaty to read to the plenary meeting. All were agreed that advance communication to the members of the Plenary Conference would be tantamount to publication and, in some shape or form, would reach the Germans prematurely. Afterwards Donald Hankey obtained approval to a scheme he had prepared in consultation with Dutasta for dealing with the many points that were certain to be raised by the Germans on reading the Treaty.
