All things change, words and philosophies and awkward systems, but God remains. The effect there on of the Greek diversion in order to explain the harassing conditions in which the Council of Four, often reduced to a Council of Three, had to complete the German and Austrian Treaties. Perhaps, however, important procedural change made in mid-May was an alteration in the title of Supreme Council. A useful procedural decision taken on May 13th was the postponement of work on Turkish settlements. That was a relief to whole Conference and especially to Drafting Committee. One more important procedural decision, taken in May by the Council of Four almost without discussion, was that the official languages for the Austrian Treaty should be French, English and Italian, a sop to the amour prope of Italian delegation. These procedural details may seem out of place in this account of how Big Four, a 'summit Conference', handled the world problems with which they were confronted.
