ABSTRACT

The signatures are about to be appended; they will signify an irrevocable undertaking to observe and carry out legally and faithfully and integrally all the conditions that have been laid down. President Wilson raised the question of a demand on Holland for the surrender of the Kaiser, and it was decided to ask Lansing, as chairman of the Commission on Responsibilities, to draft a despatch to the Dutch Government. Towards the end of that meeting the Council discussed its future work after the departure, immediately following the signature, of Lloyd George and Wilson, and the important decision was made that the Council of Ten should take charge, the Prime Minister being replaced by Balfour and the President by Lansing or House. Then an important decision was taken to authorize the Polish Government to pursue their operations in Galicia up to the river Zbruch, but without affecting the decision to be taken by Supreme Council about the political status of Galicia.
