ABSTRACT

The issue of discarded electrical and electronic devices (DEDs) has been closely associated with China for over a decade. E-waste is imported through illegal channels as well as generated within China. For the sake of both pollution control and higher resource efficiency, e-waste management and treatment should be entrusted to corporations, who are in a better position to conduct proper recycling than the informal sector, since they are capable of investing in state-of-the-art technologies. This chapter describes the regulatory system China has come up with in order to deal with DEDs. It shows that the central government adopted a double strategy consisting of issuing laws and regulations directly at the national level and, at the same time, conducting pilot projects at the local level. The chapter discusses some of the results achieved in the implementation of the policies highlighted above as well as some of the obstacles encountered along the way.
