ABSTRACT

The People Republic of China (PRC) central leaders seemingly made a U-turn on their attitudes about the relationship between economic development and environmental protection during the last two decades: up until the mid-2000s economic development took by far the highest priority of all political targets. In the context of Chinese politics, green economy refers to the concepts of circular economy, low-carbon economy and ecological economy. A lot of articles have been written on the green economy sectors, such as green finance, green buildings etc. Based on them, this chapter explores the actors and powers that have contributed to the policy change towards a green economy in China. It introduces the advocacy coalition theory for the analysis of environmental and economic policy change in China. Scholars pay intensive attention to policy change relating to China's environmental protection, climate change and energy issues.
