ABSTRACT

Under Soviet communism, the model first adopted by Yugoslavia, major social systems such as education, employment and housing were provided and controlled by central government. Education was an important aspect of the communist government's strategy to bring about the desired social and economic change. The newly elected communist government immediately 'abolished the monarchy and proclaimed Yugoslavia a republic based on the federal principle'. The national Communist Party further supported Bosnia and Herzegovina (BiH) in developing its constitution within Yugoslavia, which referred to the population of BiH as its 'people' without reference to ethnic or religious orientation. The newly elected communist government immediately 'abolished the monarchy and proclaimed Yugoslavia a republic based on the federal principle'. Once independent of the Soviet Union, the Yugoslav government developed a version of communist socialism they named 'market socialism', based on the principles of decentralization of government and workers' control of industry.
