ABSTRACT

The General Framework Agreement for Peace in Bosnia and Herzegovina (BiH) divided the country into two entities, the Federation of Bosnia and Herzegovina and Republika Srpska. The Dayton Agreement was designed as a temporary measure that would end the war and enable a new Bosnian state to emerge. It establishes responsibility for education provision in the canton governments, together with the authority to pass their own education laws. The Federation government gained the agreement of canton education ministries to a law that established the Agency for Pre-Primary, Primary and Secondary Education. It published Basis for the Educational Policy and Strategic Development of Education in Federation of Bosnia and Herzegovina. International community organizations considered the reintegration of the population as important 'to the future stability of Bosnia-Herzegovina'. It continues to regard the development of education as important to the economic and social development of BiH and continues to play a role in attempting to implement change.
