Community schools in Haiti could provide a central institution around which an effective community could be built. Climate change will exacerbate Haiti's environmental vulnerabilities. Haiti was already the most impoverished nation in the Western Hemisphere before it suffered a massive earthquake in 2010, with most of its population living in shanty housing built from found materials. In nations beset by histories of colonial exploitation and corrupt current governments, sustainable environmental policies might best be pursued at the village or neighborhood level. The French Revolution inspired Saint Domingue's slaves: in 1791, a rebellion in the north spread to the entire colony and started what was to become the Haitian revolutionary period. Common to colonial states is the extraction of natural resources and conversion of forested terrain and subsistence farming by natives to agricultural production for export, using an imported or local population as slave or nearslave laborers.
