The extent of delay, complic a tion and there fore expense of civil litig a tion may have changed since the time of Dickens’ obser va tions about the old Court of Chancery, but how far the civil process is as effi cient as it might be is a matter of some debate. The civil justice budget was reduced by 25 per cent between 2010 and 2015.
