ABSTRACT

This chapter explains several cases of reconstruction following large-scale disasters in developing countries. The Ise-wan typhoon was the worst disaster during the period of 1959. Recognizing Java Earthquake, the Indonesian government established a new system for private housing reconstruction with the assistance of Japan International Cooperation Agency (JICA). Three months after the Great East Japan Earthquake, the Reconstruction Design Council, established in response to the disaster, strongly recommended that reconstruction be implemented in ways that promoted economic growth. The Indian Ocean Tsunami caused severe damage to many countries facing the Indian Ocean. Immediately after the Great Kanto Earthquake, Shinpei Goto, then the Minister of the Interior, showed strong leadership by preparing a proposal for the reconstruction of Tokyo. After Kashmir Earthquake, Many NGOs offered assistance for individual housing reconstruction. This Miyagi-Ken-Oki Earthquake triggered a re-examination of the Building Standards Act. Qreat Hanshin-Awaji Earthquake was the first strong earthquake to hit highly urbanized areas.
