ABSTRACT

This chapter argues that the classical conception of emergency and exception, where security is opposed to the regular democratic functioning, has deep effects on the way we conceive the democratic regime. The chapter therefore proposes another approach of the security–democracy relation which draws on discourse theory and critical security studies. It shows how this approach can lead to unpacking the dominant discourses of necessity and exception.
