ABSTRACT
The United States has emerged from the Second World War as by far the most powerful State in the civilization. There is the assumption that American economic supremacy, and the physical power that goes with it, is used in an ethically better way than other predominant nations have used it in the past. Broadly speaking, the record of the United States as an international power is better than that of most other great nations. The first great urgency is to bring wisdom to bear upon the making of American foreign policy at that point in its constitutional framework where the power to make decisions has been placed. That was done slowly in the Civil War by Abraham Lincoln; it was done swiftly after the Great Depression by Franklin Roosevelt. The ends of American foreign policy have been much the same as the ends of foreign policies in other communities.
