ABSTRACT

The Sport Authority is responsible for the field of sport in the Ministry of Culture and Sport. Its role is to promote, oversee and deal with sport-related issues in Israel, in both the fields of elite, competitive sport and sport-for-all. The strategic plan was introduced to the Sport Authority staff, and it received unanimous plaudits and support. The Generic Code requires the National Governing Bodies not only to adopt it, but to instil its principles among referees, athletes, coaches, directors and board members. The Ministry of Culture and Sport believes sport serves as a significant educational tool, consisting of valuable virtues in the development of health and well-being for all citizens, regardless of their faith, gender, ethnicity or age. In 1998, the Levin's Committee recommended the formation of a National Sport Council. The initiated 'Wingate Institute Law' will establish and determine the institute's main activity according to its designated aims.
