ABSTRACT

The client has a decision to take at the outset of a project, whether to be closely involved in the decision-making as the project progresses; or whether to set out clearly what he wants, appoint organisations that he has confidence can deliver it, and come back when it is ready for acceptance. There may be a case for the client appointing up-front a development partner to work closely in the client-side team, to help establish the project objectives and concepts plus quality standards. On complex projects involving multiple packages that the client will need to be supplemented with a delivery partner. Once the project is clearly defined, a delivery partner can help the client with the management of the project execution. This is likely to be a management-based organisation with engineering, procurement and construction management (EPCM) capabilities able to manage and administer supply chain packages and contracts on behalf of the client with appropriate delegated authority from the client.
