ABSTRACT

This chapter presents the crimes committed against the state, but we have focused on crime committed by the state because, quite frankly, these crimes are more harmful to life and limb, and far more dangerous to the civil liberties that characterize a democratic society. One of the rights guaranteed to Americans is that of lawful dissent. This is an essential ingredient in a democracy, so that all voices may be heard and considered. Despite this right, between the 1940s and the 1970s, government agencies, including the Federal Bureau of Investigation (FBI) and the Central Intelligence Agency (CBI), illegally spied on hundreds of thousands of Americans who were involved in lawful protests. The Central Intelligence Program was an FBI operation in the United States that lasted from 1956 to 1971. Terrorism is a prime example of state crime against a government, which entails deliberately killing and maiming noncombatant civilians.
