Libya sits' Oddly amongst her North African neighbours. They are. in the main. poor countries with limited minerai or 011 endowment. For most of these states. economic development - or even. from certain perspectives. merely economic survival - is their main pre-occupation. Algeria is an exception to this observation. but even she is poor in comparison with Libya.
