ABSTRACT

This chapter focuses on military advising and assistance operations, with an emphasis on the challenges and opportunities for these types of operations in the future. A number of developments may occur, such as an increased emphasis on developing deployable civilian police capacities or increased regulation of private military firms. People may also see more limited efforts in military advising and assistance in the future, with a move away from ambitious state-building projects and perhaps an increased support for south-south cooperation. Military advising and assistance operations may take place across all operational environments, conflict intensity may vary, consent of the host nation government is normally a given and a mandate is not always necessary for these types of operations. The chapter discusses the parameter of relative force composition and strength, because of the very people-centric nature of military advising and assistance, with its emphasis on personal relationships and inter-personal skills.
