ABSTRACT

Tanzania sits on the eastern coast of Africa with a population of almost 45 million (FAO, 2012a ). On average, the Tanzanian economy has grown an attractive 7 per cent per annum over the last ten years (URT, 2012a ), primarily as a result of mining. Mining, however, has few links forward or backward to the local economy, representing only 0.5 per cent of total employment in 2006 (Osberg and Bandara, 2012 ), and consequently has little impact on reducing high levels of poverty.
